If you want to visit another country and want to get a visa SOP na kasi anywhere is for you to go to the nearest embassy of the country you'll visit and apply for a visa there. If you have a relative sa pupuntahan mong bansa the best is to get an invitation letter. On your part naman, what you'll be needing are the following: passport, certificate from the bank na meron kang at least 100man, letter of guarantee from your japanese husband that you're coming back to Japan, if you're working para sigurado ka get an employment certificate. Those are the documents normally needed in applying for a visa to any country. Be prepared also kung hingan ka or ang husband mo ng ITR (Income Tax Return) or anything related to tax. Kung may property kayo dito much better that you bring all the documents to prove that you really are capable of traveling abroad and you have the means. Play safe para mabilis ang releasing ng visa at wala ng masyadong tanong.
As long as you have all the requirements I don't think you'll have much of a problem getting a Schengen visa.
Here's a list of Schengen visa requirements:
a passport valid for at least three months longer than validity of the visa with one blank page to affix visa stamp
up to three application forms
up to three passport-size photos
evidence of sufficient funds for stay
letter from employer, accountant, school or university
return ticket to country of residence
But just to be sure, check the embassy webpage of your planned country of entry. Also, your Japanese visa should also be valid at least three months longer than the validity of the Schengen visa.
I've read that the French embassy can be quite strict and takes quite a long time to process visas (which may not be true for the French embassy here in Japan). My Filipina friend didn't have a problem obtaining a Schengen visa from them, though. She did have an invitation from a prominent international organization so her case is a bit different.
Good luck. Europe is such a lovely place.

Year 2000,I had a chance to travel in Italy,
few days in Milan and Bolognia and about 5 days in Roma.
I got my schengen visa in Tokyo,
they gave me one-entry visa good for 10 days stated as turismo.
You have to apply personally, they will ask you few questions,
after few days,I received my passport with a schengen visa.
It's quite easy,I don't know if its still the same these days.
