as per experience namin kung paano mag change of status from visiting relative (tourist) visa to dependant visa here in japan (please note that this procedure works for a foreigner as a sponsor but as per a japanese sponsor is maybe another story/procedure on which have no idea)

1. at first eh kailangan ninyo mag apply ng CoE
regarding sa mga attachments and documents needed for the CoE
a. photocopy of sponsor and applicant passport (all pages na may tatak)
b. NSO issued marriage certificate (valid for 3months) (optional if your relative is not your wife)
c. NSO issued birth certificate (valid for 3months) for the sponsor and applicants
d. company certification (work certificate issued by the company)
in case you cant get one from the company eh the incometax certificate issued by the ward office will do (as have been told by the immigration information officer in the immigration branch office since the name of the company is also noted in the incometax certificate )
e. incometax certificate (coming from the company or see item d)
f. certificate of residency of the sponsor (from your ward office)
g. photocopy of the sponsor alien registration/certificate card (but kung meron na din yung applicant kindly attach it also)
h. guarantee letter (theres a sample from the MOFA website but if you need one have attached a copy below)
i. invitation letter (if you need one have attached a copy of the one we used kindly alter lang for your own needs, condition and location)
j. application form (coming from the immigration branch office)
k. recent photograph (2 copies)

note that the sponsor will be the relative residing here in japan and does have a 3months valid permanent visa
CoE were usually mailed to your supplied postal address or the address in the certificate of residency as they will tell you in the immigration branch office that the processing time will take about 90days but in our case it took only 16working days (or about 3weeks including the holidays which maybe depending on the validity of the sponsor visa)

if you will notice that the documents needed for a CoE application is also the same as the one you will supply with the visiting relative visa (except for the itinerary) so my advise to everyone who wished to have their family stay longer here is to bring also the documents from the NSO here so it will save you time and effort

an applicant can apply for the CoE eventhough hindi nya kasama yung sponsor
the applicant will be requested to purchase a sponsor addressed envelop and stamp

2. after receiving your CoE thru postal mail the applicant can apply to the immigration branch office (for complete listings kindly check the MOFA website located in the links supplied in this website) nearest your ward office

documents needed will be the following
1. application form for the change of status (coming from the immigration branch office)
2. photocopy of applicant and sponsors passport
3. certificate of residency of the sponsor (from your ward office)
4. photocopy of alien registration of the sponsor (again if the applicant already have kindly have them photocopied and include them)
5. guarantee letter (same as the one you have submitted)
6. invitation letter (same as the one you have submitted)
at sometime they will ask you for the above documents to check for your sincerity and preparedness but in other case they wont so better be prepared lang for sure (as per our experience eh di na nag require but they asked for it maybe just for checking so be prepared)

you will be advised to fill out a form (sort of parang postcard lang sya) indicating your current address and will be told na you have to wait for another 2weeks
you will be advised to return back to the immigration branch office together with your appointment receipt the one you have filled out na parang postcard

my advise again is to check your mails daily kasi parang flyers lang iyon kaya you will have it mistaken na insurance or sort of rubbish letter lang iyon at baka maitapon lang ninyo sayang

3. you have your appointment receipt with you
a. indicating the date you will have to report but in some cases that you cant make it to the said date you can report earlier than the notice date but not later as it clearly specifies that failure to report on the said date will means disqualification of your application
b. documents needed are
b1. alien registration of the applicant (optional)
b2. applicant passport
c. payment (you have to bring some money with you as it is also specified that you will pay on that date
multiple re-entry visa 6000 (optional)
single re-entry visa 3000 (optional)
change or extension 4000
permanent residence 8000 (optional)

in any case na short kayo sa cash eh pede naman na later lang ang para sa re-entry since you will have also to apply for it and theres no attachments needed for the application of single/multiple re-entry but since nandoon naman na kayo eh mas maigi lang na apply for it na din since isang lakad na lang naman

jayboor san since wla pa kong one year dito wala kaming sinubmit na any tax certificate sa jpn embassy sa manila nung nagapply ng tourist visa si hubby. ang sinubmit namin bank certificate ok lang din ba un?

pede bang madownload ung application form ng COE? :)

Jaybour san, Salamat sa post mong i am sure napakalaki nang magiging tulong nito sa mga nag hahanap nang answers about this matter.
I would like to ask you a single question, kasi nabanggit mo sa post mo na ito ay applicable sa spouse/relative, i am just curious lang, pupwede ko palang i petition ang sister ko, please confirm kung talagang applicable ito sa relative kasi gagawin ko talaga ito ASAP dahil gustong gusto nang sister ko na maka stay dito sa Japan nang matagal tagal.

about your previous query here is the best solution

the immigration office/officers depend on the reason why you need your relative to be with you here in japan (or maybe anywhere in the world) as per the spousal visa eh we need not say the reason whether maliciously speaking or the otherway around tinatanggap ito justifying that the invited relative is really your spouse (legally)

with regards to the other relatives (next of kin) as have mentioned
the gravity of the visa application will depend on the alibi or your reason

have a friend (actually co-worker and the same person who told me that my family can also avail the dependant visa) he (or rather they with wife) invited his inlaws here (both in-parents) to stay he just reasoned that his wife will give birth and he needs assistance and the immigration granted his request
he then invited his sister-in-law justifiying the same request and again request granted
just a week ago he told me that his cousin will be coming here to give them assistance (his baby is now 15months old, 2 months older than my baby) and by the way his sister in-law will be flying homebound end of may

also a co-worker he invited his brothers and sisters here (2boys/2girls) he just reasoned he wanted to show them disneyland (actually the disney tour is true but the part-time job is not) and would you believe that he is just 4months old here (the same duration when i first invited my wife wayback fifa2002)

so for you and all of you querying
bigyan lang ninyo ng mabigat na dahilan na medyo kapanipaniwala ang immigration officer kung bakit ninyo gusto papuntahin ang pamilya or kaanak ninyo dito and papayagan naman kayo
its only the question of "why do you want your relative to visit you and for what reason?"

again as previously done the immigration officer handles numerous request and siguro kung kayo ang nasa katayuan nya you wouldnt want to read novelas and scripted application letter cum alibi

so kung kaya mo iyang sagutin sa application letter mo in less than 200 characters i dont believe that they do have a valid reason kung bakit di ka nila papayagan

the first time i invited my wife here (visitng relative visa) am barely 4months here in japan and recently married
only asked the company for permission and they granted my request and even helped me with it

the second case is a secretary who wants to invite her husband here and her baby but the company doesnt allow her (the reason is in case of getting pregnant) somebody advised and helped her to secure documents to the ward office and without the companys knowledge her family came here (2005) nabuko lang iyon noong nagreklamo ang kapitbahay (japanese) maingay daw sa gabi

a third is my neighbor and kumpare in yokohama (collegue din) he is just recently married (2weeks pa lang) he sent his documents as soon as he received the alien registration card and after 3weeks his wife came here kakatuwa nga kasi naunahan pa nya ako na makabuo and his wife stayed more than a year kasi he reasoned out sa immigration na 1st baby nila iyon and he wanted to feel it and see it they are still here umuuwi lang sila pag pasko their baby stays with the other collegue (yung isinama yung biyenan at mga kaanak dito sa japan) during the time the wife works part-time tiga hugas ng mangkok sa ramen shop

so really for everybody out there its the reason/alibi that counts
pag maganda ang reason mo eh (justified with our experience) wala na sila hinahanap

as for the application form eh mayroon available sa japan mofa website (search ka lang)

I want my sister to stay a little longer sa house kasi ineed her assistance because my wife is going to take a driving lesson and my daughter will be coming here from the Philippines. This is what actually want to ask you about: Can i apply her a petition to make her stay longer(by simply following the things you said in your thread starter topic?).:) :) :)

may nakakilala ako dito sa sinulid inimbitahan silang mag asawa ng hipag nya na manirahan dito sa japan at kakauwi lang nila noong abril yata at ayon sa kwento nya eh nakapag trabaho pa sila dito

ngayon ginawa ko lang ehemplo ang mga naging karanasan ng mga kasama at kakilala ko inilathala ko lang iyon para maipaunawa sa lahat ng hindi ganoon kahirap na imbitahin ang kaanak dito kung maganda ang pamamaraan, pagpapaunawa at kumpletong dokumento sa tanggapan ng pangingibang bayan

ang sagot oo lahat yun pwera yung huling istorya

gawin mo nalang ganito since nandito naman na pala eh
lahat ng documents na ipinadala mo sa kanya ay iyon din ang gamitin mo para sa application ng change of status (COE) para may continuity at iyon na din ang gagawing basehan nila

ingat ka lang sa pag change ng status ng sister mo dahil pag inabutan ng validity ang date ng visa eh wala ka magagawa kundi pauwiin na lang iyon kasi ang visiting relative visa eh one (1) time lang ang extension di na pede na extend pa ulit kasi tatatakan na yung passport nya ng "final extension"
as per my experience eh inabot ng mahigit 2months din yung application para sa change of status (3weeks COE, 2weeks change of status application, 2weeks release)

pero kahit umuwi na yung sister mo eh on-going pa din yung COE application mo yun nga lang pag na release iyon eh sa pinas na iyon magagamit

noong una kasi eh tumawag sila sa immigration kung ano ang mga kailangan tapos sila na ang nag prepare lahat yung mga galing sa akin eh sinasamahan nila ako sa pag kuha ng documents sa ward office

bale kasi pag nagpapadala ako ng w/tax para sa visa application eh ang binibigay nila sa akin eh 1/4 sheet ng A4 size paper (parang resibo) bale hand writing lang ang mga current details sa column provided tapos may seal lang ng company at ng taong gumawa
ang alam ko kasi eh quarterly yung form na iyon eh kasi sa month eh may nakalagay doon na from and to yata iyon

sensya na wala ako sagot kung lahat ng company dito eh may ganoong form pero iyon ang pinapadala ko sa misis ko at tinatanggap naman nila

try mo magpunta sa ward office ninyo kung san ka nakaregister ask mo kung saan nakakakuha ng certificate of tax w/held 300yen yata ang certificate na ganoon

dagdag ko nga pala lahat ng case na ikinuwento ko (pwera yung huli) eh yung coe nila eh sa pinas na nila na apply/ginamit (iyon ang alam kasi namin eh)
kaya last time eh nag query ako dito kung pwede na gamitin na visa extension yung COE na later on eh nalaman ko na pag ganoon pala ang ginawa eh change of status (from visiting relative visa to dependant visa) na ang gagamitin na application form

Jayboor san, salamat sa matiyaga mong pag reply.One thing lang di pa rin talaga ako kumbinsido na ang RELATIVE using a relative visit visa ay pwede talagang ma petition to change it into a DEPENDANT VISA, kasi sa experience mo ay nangyari yun sa WIFE mo, so far naman kasi wala pa akong narinig o nabasa tungkol sa pag change of status ko sa sister ko, but i really wish this is true and i want to hear more sa mga KA TIMOG NATING IBA NA NAKAPAG EXPERIENCED NA NA MAG CHANGE OF STATUS INTO A DEPENDANT VISA SA KANILANG MGA RELATIVES. Come on you guys, i know may mga iba pa dyan na may ganitong karanasan please share it to us, onengai.

andito si hubby, meron pa syang mga 2months and 1 week dito eh nangongolekta pa ko ng requirements.
thanks sa timeline na binigay mo....
(3weeks COE, 2weeks change of status application, 2weeks release)
would you know (would you know lang naman) kung anong possible mangyari pag nagexprire na ung visa niya in the MIDDLE of
"2weeks change of status application" or
"2weeks release"?
Example:
Magexpire ung visa nya sa May 20 pero nagstart na ung change of status application ng May 14
or
marerelease na ung visa ng May 27 pero ung old visa expired na ng May 20

kung uuwi kasi siya sayang pamasahe eh nandito na sya nung nakuha nya ung COE.

:) sa case ng friend ko, pag na i-apply mo na ng change of status , 10days bago maexpired yung visa, ok lng di pa sya mapapauwi. Pakita nyo na lng yung passport (may mark naman na yon) sa mga immigration officers na nagagala jan sa tabi tabi ;)

actually ako din di ko alam iyon at kaya nag tanong lang din ako ayon kasi sa info sa akin noon eh di pwede and since wala naman mawawala sa akin kung mag try ako eh sinubukan ko na din and gained from experience eh ibinahagi ko din sa inyo

and then nagtanong ako dito sa comrade dito na nag aayos ng mga visa namin mga foreigner kung may idea sya kung yung mga second degree relative eh pede gawing dependant wala sya maisagot sa akin ang sinabi lang nya eh depende daw siguro kung kaya suportahan ng sponsor

Sa tingin ko magkaiba po kayo ng case ni Jayboor san. Ang mag asawa kelangan magkasama talaga so, iba yung sitwasyon ng wife nya sa sister nyo. Pepede nyo siguro mai-apply ng dependent visa yung sister nyo kung wala talagang iba na pedeng sumuporta sa kanya kundi kayo lang.
