yomiuri The number of foreign children who needed special instruction on the Japanese language at public schools surpassed 20,000 according to September 2005 statistics, almost four times larger than the figure from 1991, when the Education, Science and Technology Ministry began conducting such surveys. The 2005 survey shows that the largest single linguistic group, at nearly 40 percent of the total, comprises Portuguese speakers, mostly the children of Brazilians who have come to Japan to work.
