hello camille!
i presume, alam mo pa rin naman basic sentence construction and grammar in english di ba. i think all you need is to enhance your skills. so i suggest, you simply watch a lot of english programs, read a lot of english books. & if you have some friends with whom you can converse in english, that would help too! (i can volunteer if you want ;) ) i just think that being good in a language (or perhaps in any endeavour) is just a matter of practice.
like in my case, i studied nihonggo, learned to read and write (just some basic kanji's :) ), and could manage simple nihonggo conversation & i even got a pretty good grade from my sensei! but after some time & i wasn't able to use it, it seems that everything i learned has gone into oblivion!
so they say... practice makes it perfect! :)

hi !
ill give u some ideas on how u can practice your communication skills.
Meet friends who 7s official language is English.
Bar -hop at foreign clubs/bars etc..
Internet is very useful for chatting with other ppl from all over the world. You can use IM etc.
Watch English Programs, while in the house practice conversing with your room mate.
Read English books.
Offer tutorial lessons to Japanese and practice your English skills.
Here's another idea. Never use text speak unless you are using a cellphone to send SMS messages. ;)

if you wanna take toefl or toeic, then, i suggest on top of those that we all suggested, you buy review materials for toefl/toeic. i think, like gmat, those materials cover essentially the scope included in the test. some of my friends who took toefl did that even if they're confident of their skills of the english language.

As an FYI - in terms of difficulty, the TOEIC is quite different from the TOEFL. Based on experience (as well as those that Ive heard from other non-native English speakers), it is much easier to get a good score in the TOEIC. One can easily get a 900+ score, and with a little more practice, a perfect 990.
But for the TOEFL - one must have enough exposure, and at least comprehend intermediate (US high school-level) sentence and paragraph constructions; most of which are not found in the TOEIC exam. In the paper-based test, getting a score of at least 600 is a minimum requirement of getting into US Ivy League schools.

<Para sa akin lang to>, You don't have to buy any toefl or Toeic textbook, you can practice your English by watching English movies and English books either..Or just surf in the computer at marami kang makikita just to practice your English.

Hi Camille!
With the way you write the possibility to forget the English language is great. It's not only through speaking but also in writing as well. I managed to avoid writing in abbreviations so as not to forget my spelling which is also a big factor in the English language. Even in sending messages I avoid as much as possible to use the so-called text speak. It will greatly affect your command of the English language in doing so. I am very particular with my tenses and with my construction of sentences. Timog Forum is one place that I am able to hone my skill.
I read and watch American movies a lot. Chatting with friends from the other parts of the globe gives me the opportunity to practice my English. Fortunate for me the nature of my job helps me in my daily conversation in the English language.

Hello Camille,
First of all, what is your objective? TOEFL was designed for people who plan to study abroad while TOEIC is usually job-related. TOEIC was originally designed for Japanese. Now it's one of the benchmarks for one's English proficiency.
English movies can help you with your listening but if you want to focus on your grammar, make sure to buy a grammar book. Review books would come in handy because it focuses on grammar points such as; prepositions, articles and phrasal verbs.
Also, the recent TOEIC has different intonations and accents. They're now using not only North American English but British, Australian, and others as well.
