WASHINGTON (Reuters) - China turned down a request for another U.S. Navy ship to visit Hong Kong amid a spat over a long-planned docking of the USS Kitty Hawk aircraft carrier, the Pentagon said on Friday.
Washington has complained that China, at the last minute, blocked a visit by the Kitty Hawk and accompanying ships for the U.S. Thanksgiving holiday last week. Family and friends of crew members had flown in to meet their loved ones.

WASHINGTON — President Bush has approved what officials are describing as the most significant realignment of the Army since World War II, signing off on a plan that will keep more troops than previously envisioned in Europe and add large numbers of soldiers to bases in Colorado, Georgia and Texas, Army officials said Wednesday.

The basing plan is the final step in a detailed program for deciding where a larger Army will live and train in the years ahead, as it grows by 65,000 active-duty soldiers. It significantly changes the military’s footprint from before the attacks of Sept. 11, 2001, and alters a global basing plan adopted with great fanfare by the Pentagon in 2004.

The revised plan freezes previous orders for rapidly reducing Army forces in Europe by two heavy brigades scheduled to come home from Germany at least two years sooner than under the new program. WASHINGTON (AFP) — The United States will take its first shot at an out-of-control spy satellite on Thursday, trying to knock it into the sea before it crashes to Earth, possibly causing damage, CNN news reported Monday.

A second attempt would be possible if the first misses, the channel said, citing military sources. Pentagon officials were not immediately available for confirmation.

Without intervention, the crippled satellite is due to break into the Earth's atmosphere on March 6 and crash down at an unpredictable spot, risking rupturing its tanks of toxic fuel, US authorities warned last week.

A US warship will fire a surface-to-air missile at the satellite at a specific point in its orbit that ensures any Earth-bound debris will splash into the ocean.

The shoot-down plan drew criticism on Sunday from Russia, whose defense ministry said in a statement it looked like a veiled weapons test and an "attempt to move the arms race into space."

The Bush administration is warning Russia to halt its attacks on Georgia or risk "significant" and enduring damage to its relationship with the United States.

Russia expanded its bombing blitz Sunday against neighboring U.S.-allied Georgia, targeting the country's capital for the first time. Georgian troops pulled out of the capital of the contested province of South Ossetia under heavy Russian shelling.

The U.S. has called on Russia to stop its military offensive.
Jim Jeffrey, President Bush's deputy national security adviser, says the U.S. has made it clear that "If the disproportionate and dangerous escalation on the Russian side continues, that this will have a significant long-term impact on U.S.-Russian relations."

North Korea has made another move toward possibly restarting its suspended nuclear program, the U.N. nuclear agency reports.

At the reclusive nation's request, the International Atomic Energy Agency has removed surveillance equipment and seals from the Yongbyong nuclear facility, agency spokeswoman Melissa Fleming said.

The move clears the way for North Korea to reintroduce nuclear material to the facility. The North has told the IAEA that it will do that in a week or so.
The U.N. nuclear watchdog will no longer have access at Yongbyong and will not be able to monitor any activities at the nuclear reprocessing facility.
