eBay Japan stopped its operation on March 31, 2002, Japan time, says the link Ayara mentioned.
However, you can still use US eBay, which can display Japanese language, if your computer is properly supported.

Hence the answer to abakitba's original question is: wala na.

I had an eBay Japan account for the short time they existed. eBay came into Japan too late. Yahoo entered the Japanese market earlier and already had a strong foothold on the Japanese online auction scene before eBay came. So they had to pack up and leave after a couple of years piggybacking on bidders (http://bidders.co.jp/)' service.

So if you want to do online auction here in Japan, you just have to learn the language and get a Yahoo! Auctions (http://auction.yahoo.co.jp/) account. I use Yahoo Auctions Japan and eBay (USA) a lot. IMHO, Japanese online auctioneers are a lot easier to deal and communicate with, i.e., if you speak the language and know the culture.
