An engineer is someone who is trained or professionally engaged in a branch of engineering (http://en.wikipedia.org/wiki/Engineering).Enginee rs use technology (http://en.wikipedia.org/wiki/Technology), mathematics (http://en.wikipedia.org/wiki/Mathematics), and scientific (http://en.wikipedia.org/wiki/Scientific) knowledge (http://en.wikipedia.org/wiki/Knowledge) to solve practical problems (http://en.wikipedia.org/wiki/Problem). People who work as engineers typically have an academic degree (http://en.wikipedia.org/wiki/Academic_degree) (or equivalent work experience) in one of the engineering disciplines (http://en.wikipedia.org/wiki/Fields_of_engineerin g).

It is somewhat correct IMHO.
these are the evolution of IT positions, specifically in Programming.
Programmer
Developer
Software Engineer
Before, we also call our colleagues COMPUTER TECHNICIAN.
ngayon, DESKTOP/DESKSIDE ENGINEER , TECHNICAL ENGINEER, SYSTEMS ENGINEER , etc. etc.
Di katulad dati na pag ENGINEER, we spoke about MECHANICAL, ELECTRICAL, ELECTRONICS & COMMUNICATIONS , etc. etc.

The visa type is not an indication per se of your profession. The Engineer's visa simply categorize you to be in some "technical field".
One the same note:
An engineer's title in the Philippines does not necessarily translate to some dignifying degree in Japan. You'll need to have had passed the same state examination and be licensed. I haven't heard people call themselves engineers or dignify by calling themselves a particular title. Except of course those who have excelled or recognized in the fields of Architetcure, Law or Scientific/Teaching Profession. They are of course referred to as Senseis, which may have a close resemblance to titles pinoys are fond of according themselves.
Programmer lang po ako, Computer Science graduate...pero i like it... parang tumaas lalo ang position ko di ba mga repapips....hahaha.. .:D
Well, as I mentioned above, your consolation is - Japan does not think like people do in the Philippines. Engineers, Hardware or Software developers, or even artists are classified on the same level. And don't think because one claims to be an engineer or an architect, it does not necesarrily mean you are way below him.
Since you are in Japan, you will only be judged by your actual accomplishments in the workplace and not by the titles you earned somewhere else.

i think Japan issued an engineer visa to IT people although they are not licensed engr in the phil mainly because of the nature of their work. literally, engineering means to create, make, produce which i think software/hardware engrs' main job. Japan's VISA category is quite narrow. as an engr in the phil and also possessing an engr visa in japan, its not really a big deal for me to encounter people possessing the same visa status because even in the phils engineers are actively involved in IT world as systems analysts, or admin, etc.
depende sa tao if ilalagay nya sa ulo yung nakatatak sa visa nya. :D and it doesn't matter if we are not dignify according to our profession but on what we do to others and towards our work as an individual.
