From the Philippine Embassy website:

Philippine Embassy to process Machine Readable Passport Applications starting July 1, 2008

Priority will be given to applicants whose passports have already expired or are due to expire within 6 months. All regular green passports earlier issued will remain valid and will be honored by immigration authorities worldwide until their stated expiry date.

The purpose of relaying this announcement is mainly to save yen and energy for the possible applicants in the future. Royal blue na kasi ang background sa bagong passport.
Once you downloaded the MRP info in pdf format, you may follow the guidelines on page 1, however I highly encourage everyone to use the photo machine provided inside the embassy for the required ID/s. I believe the photo guidelines on page 2 is absolutely useless because if you bring a photo with you, it is more likely to be refuse. I never heard an applicant that submits his/her photo taken outside that is accepted by the embassy.

Moreover, it only costs 800yen for the 4 copies. The application requires 3 copies only, so may remembrance kang isa. Fairly cheaper than ID's taken at photo studios. Just bring with you exact change because 1000yen bills are rejected on instances like (wala daw barya yung machine etc)

Note:
-Wear shirt with collars (required for both male and female)
-No sleeveless shirts
-smiles are encourage (of course)
-You may download and print MRP applications from the website (http://tokyo.philembassy.ne t/) or direct link here (http://tokyo.philembassy.ne t/downloads/mrpform.pdf).

Hello roi5f,
Hindi ko masasagot ang tanong pero personally I guess it is possible if you can apply for a passport cancellation first?
Siguro kung madalas kang mag-travel overseas at present until the expiration of your passport and magiging problema na hindi pa ito MRP, well maybe you are qualified to apply for MRP now. I will try to ask your case next time mapadalaw ako sa embassy.

in the meantime, lets hear from other members baka may maibabahagi sila.

This is a good question cutie1403,

Yung initial post ko pala ay submission by drop box or direct to the window. In case of submission by mail, hindi naman ibig sabihin na hindi nila tatanggapin totally yung photo. I mean, "it is more likely to be refuse or not valid". Kadalasan, ang dahilan ay hindi tugma ang kulay ng background.
