Housing loans for gainfully employed foreigners in Japan WITH permanent residency status (eijuuken) is available from almost ALL JAPANESE COMMERCIAL BANKS. There is no need to pay the premium on interest rates of loans offered by non-bank institutions like GE Money.

The difficulty is for foreigners withOUT permanent residency visas.
