It has been years ago, but my mom used to take my son with him everytime she goes home. May paperworks talaga, esp, if the child is a foriegner. I even have to execute and affidavit of support.
Kailangan talaga magcordinate sa Embassy for the requirements. So, your friend has to do this soon, para masecure ang papers. Then there are fees involve.

Tama si sisteract yun lahat ang kailangan para makakuha ka ng permit sa embassy. Kararating ko lang din from Pinas at kasama ko pamangkin ko nung umuwi ako. Ipapakita mo yung affidavit of consent na naka red ribbon sa immigration pagdating mo sa airport kasi yun ang hahanapin nila pagnakita nila sa passport na magka iba ang family name ng bata at ng maydala sa bata.:)
