mikoboy,
i don't understand what good can it do here in Japan, if a bilog marries an american citizen. why not apply for a fiancee visa and go to US instead.
sorry, for answering your question with a question also.

This means even if you are engaged to an American, it is not enough to get you a new visa here in Japan.
(Legally speaking, visa (sasho) and status of stay (zairyu shikaku) is different, but here the word visa is used including status of stay.)

You should be married to him.
An American can get married in Japan, without going back to the States.

If it is up to 90 days, US citizens don’t need visa to come to Japan.
This means if it is more than 90 days, you need visa, even if you are an American citizen.

What is his visa?

If the American guy is a US military personnel, then other laws will be applied, especially inside military institutions.

alam ko hindi pupuwede iyan

kung ang american citizen ay nasa military service pupuwede like what puting tainga said, dahil may office sila dito for visa and legal processing documents sa loob nang US facilities

Here's the contact info: http://tokyo.usembassy.gov/e/info/tinfo-contact.html

Ang processing ng fiancee visa usually takes about a year, maybe less.

More info on this site: USCIS (http://www.uscis.gov/graphics/howdoi/fiance.htm)

Hope this helps. :)

sa tingin ko hindi pwede the guy is not in military. una, hindi naman japanese citizen or legal resident ang girl sa japan. pangalawa, overstay ang filipina (another case sa japan so she have to leave the countryand go back to Philippines, dahil di sya pakakawalan ng immigration para lumabas going to US.)

sa tingin ko mas mainam na bumalik sya ng pinas at file for a fiancee visa or dun sya antay ng petition nya if kasal na sila. fiancee visa is 3-6 months processing it depends sa financial capacity of the petitioner same ang petition pero mas matagal yata ang process ng married. kasi sa sister ko nagtagal.

i hope nakatulong. thanks....

my personal experience.
