Here in PH, where can you encash "American Express Travelers Cheque" ? It is my first time, I am clueless on where it can be converted to cash. I tried two local banks but they did not accepted it.

Thanks makulit.
I contacted these American Express Bank branches and clearing period is almost a month. I have not been into any of these bank yet to encash the cheque.
I heard that some money changes do accept travelers cheque. I tried one but they denied it. They said that they do not accept this kind of cheque. I don't know why but we found something irregular or should we say, "error" in this cheque.
The front side of the cheque has 3 lines:
1st line says, "SIGN HERE IMMEDIATELY UPON RECEIPT OF THIS CHEQUE"
2nd line has my name as the owner
3rd line says, "COUNTERSIGN HERE IN THE PRESENCE OF THE PERSON CASHING"
It has my name as the owner, the "countersign" space is empty and I could sign but the problem is that, the 1st line is already signed and it is not my signature. It must have been an error made by the person who sent this cheque to me, am I right?
It is my first time to receive this kind of cheque. I do not really know how to check if it is valid or fake! It gets to me through a registered mail. It is a form of payment to services rendered. I'm worried now, I am thinking it could not be converted to cash.
Any idea?
