Hi yun_jun228
Welcome to TF, enjoy your stay here.
Havent heard of any case like this one yet.
It has been a common knowlege that when we refer to "Dependent Visa" ,
Legitimate spouse and children are the only ones covered by this category is the idea that comes to mind. Japan MOJ and immigration office home page does not provide any more detailed information other than a tiny mention or description about Dependent Visa.
There is the Spouse or Children of Japanese National (日本人の配偶者・子供) visa category wherein as the name clearly implies, a visa for spouse and children of Nihonjin.
However, Dependent Visa Or 家族滞在 Kazoku Taizai visa(Family visa) in japanese is quite vague in definition depending on how one would give the term "Kazoku" or "Family" meaning.
Take note of the word, "mukhang" - hindi 100% sigurado, mga 90 lang. :D
Ito ang sabi sa Immigration (English website) (http://www.mofa.go.jp/j_info/visit/visa/04.html#b):Daily living activities on the part of the spouse or unmarried minor child of those who stay in Japan with a status of residence mentioned in Table (a) (excluding Diplomat and Official) or with a Cultural Activities or College Student status of residence.
At sa Japanese website (http://www.mofa.go.jp/mofaj/toko/visa/annai/visa_4.html#1) naman ganito sabi:
(Roug h translation: "Dependent spouse or child/ren of those who have the above visa types from 'Professor' to 'Cultural Activities' and 'College Student')
(Rough translation: "Take note, parents and siblings are excluded")
(R ough translation: "It says, 'Spouse and child/ren" therefore parents are not included in this visa type.")

i think it is possible to apply your mother for dependent visa of yours. lalo na kung oyakokou(supporting parents) ka. but you need a document that will prove that. for example, sabi mo eh hiwalay na sya to your father maybe you must show some divorce paper of that. then a proof na talagang sinusupurtahan mo sya like remittance history or iyong record na nagpapadala ka nga sa kanya. a bank account will do. dapat nakarecord lahat. din the last thing is your letter or reason for that application. submit it to immigration for dependent visa C.O.E. dependent visa will be 3 years only. iyon ang pagkakaalam ko. so i think di masyado maghihigpit ang immigration lalo nat may edad na rin nanay mo siguro.
GOODLUCK!:)

Unfortunately, your mother will be limited to either a tourist or visiting relatives visa.
Good luck.

like the other response here said, maaring di mo makuha iyong mother mo ng dependent visa because of the reason they stated. but, there is a special cases that the immigration give a dependent visa. maybe your situation eh sakop non. all you have to do, is go to immigration para malaman mo ang procedure about it. as i said before, kung mapapatunayan mo ang situation ng mother with corresponding documents, i think mabibigyan ng dependent visa ang mother mo. dont give up. goodluck!:)

Yun-yun228..
It is POSSIBLE na gawin mong dependent ang mother mo. Just like what the others have posted, prove them that your mother is already incapable of financially supporting herself in the Philippines, and that you give her financial support. If you can do this, there's a a good chance to get your mother as your dependent here in Japan. The Japanese Immigration Office will have better answers for this possibility. So, go and inquire!
God bless you...
