hello po!
basic info lang po about japan taxation ang alam ko. i don't know the details, so i will answer your question based on that basic info and the general concepts on taxation regardless of country.
taxes are collected by any government to be able to raise substantial revenues that it can use for government expenditures like infrastructure, social services, educational subsidy, agency services, among others. that's why they say, tax is the lifeblood of a nation.
taxes are collected from the government's constituents which include the individuals and companies on a progressive basis...meaning based the level of income. in other words, the higher the earnings the higher the tax that you pay.
sa pagkakaalam ko, japan collects 2 kinds of taxes from individuals: the national income tax (collected by the National Tax Agency, eto yung equivalent ng BIR sa pinas) and the local inhabitants tax (collected by prefectural government).
ang alam ko, the current national income tax rates for individuals range from 10% to 37%, while the local inhabitants tax is either 2% or 3%. (recently, i read a news where japan revised its tax policy. beginning 2007 yata the national income tax rates will range from 5% to 40%. i just don't know if meron changes about the local inhabitants tax.)
if you notice, the rates are graduated, kasi nga progressive basis. meaning if your husband's income is big, he will be paying a very substantial amount of taxes to the government!
& i don't think you can file a refund from NTA unless there is an overpayment. i just don't know if japan has a similar scheme in the US, where it refunds taxes to all taxpayers if based on its budget computation/policy for a particular year, there is a surplus (government's budget is more than its expenditures...which rarely happens :D ). di ko rin sure if japan has a scheme similar to Singapore where it grants tax subsidy to couples with kids. Singaporeans kasi are becoming less conservative. what i mean is they are reluctant on having kids. & based on a study by the singaporean government, there would be less singaporeans in the years to come. & this will affect their economy! so what they did is grant tax subsidy to couples with kids to encourage them to have kids. & the subsidy increases as the couple get to have more kids.
there is an indirect benefit though to you and your family. sabi ko nga, a government raises revenue to provide efficient services for its people, like social services which include hospital subsidy, pension pag nagretire na yung husband mo, convenient public transpo, efficient agency services, etc.
so you see, all governments collect taxes from its people! that is how the system works!
hope this helps! :)
kawaii111, there is a possibility that you and your hubby could get a refund. Siempre may mga kundisyon. Check the thread below for details:

I think what you are referring to is return of the local and national income tax, after you reported for spouse deduction, or dependent deduction.
Yes, it is possible, but there are conditions
1 You must be legally married to him, as of Jan 1 of that calendar year.
2 Your income must be within the limit.
3 Your husband hasn’t filed for Shusei Shinkoku. (Basically expiration is 5 years, but if filed a Shusei Shinkoku, it becomes 1 year.)
4 Your husband has paid the tax.
5 You are not dependent of another person that year.
Since your husband denied it, at least one of the conditions might be violating in your case.
By the way, Japanese taxation system is basically based on USA taxation system.
Because after the World War II, so-called Shoup’s Report was issued by Occupation forces, and Japan obeyed it.
Heto ang link:

Also, local income tax has 2 categories, (prefectual and city/town/village) and city/town/village is collecting the prefectual tax together with their tax. (Later city/town/village transfer the money to prefecture, after withholding the management fee.)
As for taxation systems, there are numerous homepages in Japanese. Search 還付 (kanpu=retu rn, refund)
