Switch is located in the wash room, adjoning the bath room.

1．切 off 換気扇　ventilatio n or exhaust fan
3. 常時換気 normal ventilation or exhaust
so, kung ordinaryong ventilation, number 3 siguro ang naka-on. kung unusually humid (kunyari katatapos maligo) baka kailangang i-on ang number 1. hope this helps. additions:

I guess normal ventilation is OK for 常時換気。
But in other circumstances, 常時　is not "noramal".

Karaniwa'y 常時(joji) means "always" or "all the time".
The most common translation for "normal" is 普通(futsu) or 正常(seijo)
