tingin ko nga ito yung tamang gamit ng 竜頭蛇尾 (by puting tainga) ... so ibig sabihin nga ay anticlimax... and i think this 四字熟語 is more of a description of an event that has a good sart but sad ending unlike "ninga-kugon" which is some what refer to a value of an individual losing control of the things he made strongly at the start and ended weakly...

I understand kung bakit hindi ka satisfied sa interpretation na IN SOME SENSE, pareho rin ang meaning ng 竜頭蛇尾 sa ningas kugon. 熟語 (Jukugo) or 四字熟語 tends to have that effect sa mga nakakaalam o nakakabasa nito. Nagkakaroon ng iba ibang interpretasyon para dito and even the experts admit that there are lots of them that are indeed vague in meaning.

Sa post mo you wrote the meaning which you probably picked up from another documented source about Jukugo (i also did the same thing). And then you wrote how you understand or interpret the meaning (so did i ). With that i think Jukugo has already served one of its purpose, which is, sa palagay ko, ay papagisipin tayong mga nakakabasa nito. :) Sa palagay ko rin tama ang iyong pagkakaunawa sa ryuutoudabi.
