It took me a while to confirm the following.
I hope this post was not too late for you.


“kataga wo” must be wrong.
If a noun is between kataga and wo, it can be OK., the name being an object.
Then the subject becomes kata, but the context denies this.
Because of the hononary, it is natural to assume the person who lectures is the “kata”.

Hence the subject is not mentioned here, and object is kata.
Kataga must be simply kata.

介護保険施設人材派遣会社の方を講師に予定 しています。
“It is scheduled that the lecturer is from a company that sends personnel to institutions (for old people) under the nursing-care insurance (law).”

In daily conversation, a kaigohokenshisetsu is either roken(老健)or tokuyo(特養), though legally speaking other types of institutions are included.
