Basically this is good news to foreign workers.
Only a few foreign workers are working as regular workers. (Seishain)
Most of them are either part-time (arubaito) or temp staff. (Haken.)
I heard this is one of the government’s efforts to stop the declining birth rate.
Statistic show non-regular workers tend to marry late or can’t marry at all, thus contributing the declining birth rate.
