As the Democratic Party of Japan's presidential election nears, an interesting fact has surfaced regarding internal regulations on who gets to vote for the ruling party's leader — and effectively the prime minister.<br />
 <br />
The Sept. 14 election, the DPJ's first major presidential race since 2002, will be open not only to Diet lawmakers but also to regional assembly members and the estimated 350,000 registered party members across the nation.<br />
<br />
With kingpin Ichiro Ozawa throwing his hat in the ring Thursday to face off against Prime Minister Naoto Kan, it will be the most heated presidential race in the party's history.<br />
<br />
But here's the catch. DPJ regulations allow anyone who is 18 or older to become a member of the party, provided they dish out an annual fee. Membership comes in two flavors: being a &quot;member&quot; costs ¥6,000, while being a &quot;supporter&quot; takes ¥2,000. This includes Japanese nationals living abroad and foreigners living in Japan.<br />
<br />
The issue was no big deal back when the DPJ was still in the opposition, but now that it's the ruling party, critics have pointed out that resident foreigners have a chance to vote for the next DPJ president, and ultimately the prime minister.<br />
<br />
The Political Funds Control Law states that foreigners are not allowed to donate to political parties, but while the ¥6,000 and ¥2,000 payments are calculated as party membership fees — not donations — and do not directly come under the fund control law, critics question the legality of such money.<br />
<br />
In contrast, the Liberal Democratic Party, the main opposition force, limits its membership to Japanese nationals. The same goes for the Japanese Communist Party and Your Party.<br />
<br />
&quot;It's fine for Japan to be open to foreign nations, but extreme caution should be required when dealing with issues of sovereignty or deciding on the nation's leader,&quot; said Yasuharu Ishizawa, a professor of media and politics at Gakushuin Women's College, adding that the same goes for the ongoing debate on whether to give foreigners living in Japan the right to vote in local elections.<br />
<br />
Staunch opponents of granting suffrage to foreigners have argued that the foreign community could vote as a bloc to elect governors and assembly members they favor, thus indirectly influencing Diet members elected from their areas and ultimately undermining national interests.<br />
<br />
Critics have also pointed out how this might breach the Constitution, which states that sovereignty rests with the people — who are defined as those who possess Japanese nationality.<br />
<br />
But to be fair, the chance is rather slim that resident foreigners who sign up as DPJ members will have a significant impact on the outcome of the presidential election.<br />
<br />
It is difficult to tell what percentage of party members are of foreign nationality, as the DPJ doesn't keep track of the number of foreigners registered. A DPJ representative said the entry sheet for membership doesn't require applicants to state their nationality.<br />
<br />
Under the party's voting system, the winner will be whoever gets the majority of 1,224 total points up for grabs.<br />
<br />
DPJ Diet lawmakers, of which there are currently 412, each get one vote that counts as two points.<br />
<br />
This means they will account for 824 points.<br />
<br />
The 2,382 regional assembly members will share a total of 100 points between them, while the roughly 350,000 party members will be responsible for 300 points.<br />
<br />
Koichi Nakano, a political science professor at Sophia University, said it is unrealistic to think resident foreigners could have a significant impact on the outcome.<br />
<br />
&quot;Considering how the ruling party's president becomes the prime minister, I can understand how there might be further debate on the DPJ's current system,&quot; he said. &quot;But I believe it's highly unlikely that foreigners will realistically hold sway in national politics — it's best to avoid any hysterical reactions.&quot;</div>

			<content:encoded><![CDATA[<div>TOKYO - Japan will provide English translations in a professional nursing exam to remove a language hurdle for foreign applicants after almost all of them failed the test this year, officials said Wednesday.<br />
Hundreds of nurses and care-givers from Indonesia and the Philippines have been allowed to work temporarily in rapidly ageing Japan, but they have to pass the Japanese-language test if they hope to stay longer than a few years.<br />
To respond to rising complaints that the tests are discriminatory, the health ministry has also decided to simplify the wording of some of the exam questions ahead of the next test in February, ministry officials said.<br />
&quot;We have decided to review the exams because they place an extra burden on foreign applicants,&quot; said Yoko Shimada of the ministry's nursing section.<br />
&quot;English translations will help foreign nurse applicants read and understand the national examinations well, and we consider it's appropriate.&quot;<br />
Historically, Japan has imposed tight limits on immigration but has allowed several hundred certified nurses and caregivers from Indonesia and the Philippines into the country to help make up a shortage of health care workers.<br />
Those who hope to stay longer than three years in the case of nurses, and four years in the case of caregivers, need to pass the exams, forcing them to quickly learn thousands of Japanese characters and medical terms.<br />
This year only three people -- two Indonesian nurses and one from the Philippines -- passed the test, while the other 251 applicants failed.<br />

Aquino's official Facebook page, which he had set up to promote transparency in government, has been swamped with angry comments, from barbs against bungling policemen to calls for him to quit.<br />
<br />
&quot;We have heard and read a lot of opinions from the public, even from foreigners that were affected,&quot; Aquino said on Facebook.<br />
<br />
&quot;We appeal on everyone to stop needless arguments. Let us show everyone that we, Filipinos, know how to respect and understand.&quot;<br />

The message triggered varied replies on the page, with some expressing support but many others dismissing it outright.<br />

&quot;Shame on you and your government. Tender your resignation now,&quot; wrote Elfis Lee, a Hong Kong resident.<br />

It also put the spotlight on longstanding problems with the Philippine police force, which admitted to blunders in handling the crisis.<br />

The Internet-savvy Aquino, 50, used social networking sites to promote his anti-corruption campaign and vows of full transparency in the run-up to the election.<br />

MANILA, Philippines (UPDATE) - A lone gunman has taken hostage 25 people on board a tourist bus near the Quirino Grandstand in Rizal Park, Manila Monday, police said.<br />
Initial radio DZMM reports said the Hong Thai Travel bus was boarded by the suspect at around 9 a.m. The bus contained 22 Koreans and 3 Filipinos. <br />
The report said at least one child was seen peeking out of the bus window.<br />
Police said the lone hostage-taker is sporting a long firearm inside the bus. Earlier reports said the hostage-taker is a dismissed police officer, identified as Senior Inspector Rolando del Rosario Mendoza.<br />

Pilipinas Melody Gersbach, her driver Santos Ramos and her manager Alvin  Orense died on the spot after the Innova car they were riding collided  head-on with a Guevarra bus at Barangay Pawili in Bula town at past 11  a.m. Saturday, according to a report aired over <i>Bombo Radyo</i>.  Camarines Sur provincial police director Col. Jonathan Ablang said in  the report that Gersbach’s car came from Legazpi City in Albay and was  heading to Naga City in Camarines Sur for a local beauty pageant when it  figured in the accident.<br />

MANILA, Philippines - Cebu Air Inc., operator of budget carrier Cebu Pacific is pursuing its expansion in Asia amid expectations of sustained growth in both local and international travel.<br />
In an exclusive interview with ANC's Business Nightly, Cebu Pacific President and CEO Lance Gokongwei said prospects for the local airline industry are good, despite several concerns plaguing domestic carriers.<br />
&quot;The Philippine airline industry has not really been a very well known success story over the last 5 years. In fact, for Cebu Pacific, in the year 2005, we carried 2 million guests. In 2010, we expect to carry 10 million guests. Contrary to a lot of bad news going around, the Philippine airline industry in fact is very buoyant.&quot;<br />
He said that Cebu Pacific had a good year in 2009 and expects 2010 to be an even better year for the airline which now controls 50% of domestic capacity, outpacing its rival Philippine Airlines (PAL) which has a 30% share of the domestic market.<br />
In 2009, which was perceived as a bad year for the airline sector, Cebu Pacific increased its business by 30%, it <br />
carried from over 6 million passengers in the previous year to 8 million passengers.<br />
&quot;So I say the Philippine aviation industry, if we're talking about Cebu Pacific in particular, remains quite buoyant. I've been going around the country, I've talked to a lot of the inn keepers, and resort keepers, and I would say domestic tourism is very buoyant. I think inward tourism in particular - Taiwan, Korea, China, that is buoyant as well.&quot;<br />
Gokongwei said that Cebu Pacific is investing very heavily in its capacity and expects to double its capacity in the next 4 years.<br />
Cebu Air earlier said it will spend P4.9 billion on fleet expansion to increase the company’s domestic and overseas destinations. By the end of 2014, Cebu Pacific’s fleet size would have grown to 51—composed of 10 Airbus A319s, 33 Airbus A320s and eight ATRs from only 29 aircraft.<br />
Gokongwei said that in the next 4 months, Cebu Pacific will be adding 20% of its capacity in the Philippines, which means an additional 2 million seats annually.<br />
&quot;That shows our belief that this industry will continue to grow, notwithstanding these issues facing the Philippines with regards to the significant safety concerns raised by the European blacklist and the US Federal Aviation Authority.&quot;<br />
 <br />
<b>Safety issues </b><br />
Despite healthy prospects, local airlines are beset with safety issues that if neglected, will limit the industry's growth, said Gokongwei.<br />
Cebu Pacific wants to begin flying to Guam but it is restricted by the Category 2 rating given by the US Federal Aviation Administration. The US FAA had earlier downgraded PAL operations and put them under heightened scrutiny because of their inadequate safety standards. A Category 2 rating means Philippine carriers can continue flying to the US but only under heightened FAA surveillance.<br />
US FAA rules also prevent airlines from the Philippines from expanding services to the United States under a Category 2 rating.<br />
In March of this year, the European Union banned all airlines from the Philippines and Sudan from flying into the region’s airports, citing “serious safety deficiencies” found by the United Nations and US aviation authorities.<br />
&quot;These are very serious industry concerns. They point to the continuing need for the Philippine government to improve their regulatory authority over the entire Philippine aeronautical industry. It does affect us because anything that affects the reputation of the Philippine aviation industry does affect the country, whether directly or indirectly.&quot;<br />
Gokongwei said the entire industry has to support the Department of Transportation and Communication and the Civil Aviation Authority of the Philippines in making sure all steps are taken to overcome these obstacles set by foreign regulatory bodies.<br />
 <br />
<b>Open skies </b><br />
Gokongwei also favors the open skies being pushed by the Association of Southeast Asian Nations (ASEAN).The ASEAN open skies pact focuses on the liberalization of air space between member countries, including the lifting of tariffs and other add-on costs.<br />
&quot;We are in favor of passing the ASEAN capital region open skies. In fact, Cebu Pacific wants to fly to many more routes, we want to add routes to Singapore, Kuala Lumpur, Jakarta, Bangkog, Hong Kong, China, but right now the current air rights are restricted. So we would be supportive of any efforts by the government to expand linkages to the Philippines.&quot;<br />
He said however, that open skies should not be lopsided.<br />
&quot;I think one concern we do have about open skies, we want to make sure that it's not one-way open skies. That privilege granted by Philippine carriers to a foreign carrier, should likewise be given to a Philippine carrier. That's the only caveat, these air rights are natural resources and they should be for the benefit of the entire industry.&quot;<br />
The farthest that the country has done with opening its skies was granting only the fifth- freedom rights to foreign airlines, a permission to allow non-Philippine commercial aircraft to pick up passengers and cargo only in ports of call.<br />
<b>Filling PAL's vacuum</b><br />
The looming labor strike at Cebu Pacific's chief rival, PAL, is a short-term disruption to local and foreign travel said Gokongwei.<br />
On the domestic market, Cebu Pacific already has 50% of the market compared to PAL's 30%, he said. But in the international market, PAL is still dominant with a hold on 30% of the local airline industry's capacity.<br />
&quot;So when you lose a large player like PAL, of course there's going to be a short-term disruption. But I believe that business abhors any vacuum and in a situation like that you will see private enterprises like myself trying to fill that vacuum quickly.&quot;<br />
Aside from Cebu Pacific, other smaller airlines are waiting in the wings and will try to meet whatever the gaps in demand there are, added Gokongwei.<br />
For its part, Cebu Pacific is already taking steps to safeguard against the very same issues PAL is grappling with, he said.<br />
&quot;Our philosopy is that we have to prepare for it in multiple ways. I think we start with the premise that we have to start with a competitive wage, competitive benefits. We have to recognize that a lot of attractions abroad are simply just very attractive.&quot;<br />
Cebu Pacific he said, has already planned out its recruitment until 2012, and is making sure that it has enough skilled people and skilled pilots to fly its planes for the next few years.<br />
&quot;We continue to build on that pipeline through a training and recruitment. In the end it's 3 things: first is a competitive financial package, second, hopefully our people enjoy working for the company and they find it a family they want to grow old with for many years, and third, is we just have to be prepared.&quot;<br />

			<content:encoded><![CDATA[<div>MANILA, Philippines - (UPDATED) The management of Philippine Airlines and the PAL Flight Attendants and Stewards Association (FASAP) failed to break the deadlock with both sides unwilling to change their stance.<br />
PAL said in a statement on Tuesday that it maintained its P80-million offer to the cabin crew union, saying the company cannot give more due to its current financial difficulties.<br />
With the impasse, FASAP said it is set to submit a notice of strike in the next 2 weeks.<br />
During the conciliation meeting at the National Conciliation and Mediation Board (NCMB) PAL management also insisted on limiting talks to the economic aspect of the collective bargaining agreement (CBA) to put closure to its 2005-2010 CBA with FASAP.<br />
PAL said it wanted the early retirement issue to be discussed during the next CBA covering the years 2010 to 2015. It’s not until 2018, or 8 years from now, when the early retirement provision will affect any cabin crew.<br />
PAL President and Chief Operating Officer Jaime Bautista, who was ill, was absent at meeting.<br />
On the early retirement age issue, PAL lawyers said the company should not take the blame for a CBA provision that FASAP leaders approved.<br />
&quot;Officers of the cabin crew union signed the CBA containing the provision setting an early retirement age not only once but three times in the past. They were not forced. They signed it voluntarily,&quot; PAL said in its statement.<br />
FASAP has threatened to stage a strike to protest the early mandatory retirement age. The provision on the retirement of 55-year-old female attendants is part of a heavily contended policy prescribed in the PAL-FASAP 2000-2005 CBA.<br />
PAL has 2 other sets of compulsory retirement policies. The other 2 are: flight attendants, both male and female, hired after November 22, 1996, are retired at age 45; and male and female flight attendants hired after November 22, 2000 are retired at age 40.<br />
<b>Government intervention</b><br />
Department of Labor and Employment Secretary Rosalinda Baldoz said the government is prepared to step into the row if a strike will impair the delivery of services, affect the riding public as well as the image of the country. She said the labor dispute is imbued with national interest.<br />
She said, however, that there is still no need for the government to intervene. She expressed hopes that both parties can come to an acceptable agreement.<br />
Baldoz said that when all conciliaton efforts are exhausted and no deal is made, FASAP has the option of filing a strike but it has to comply with procedural requirements.<br />
These include a 30-day cooling off period. FASAP also has to get the majority support of its members and report this to DOLE. The union can then file for a strike notice 7 days after it submits its report to the department.<br />
Baldoz is hopeful that both sides will get their act together.<br />
&quot;At the minutes of the meeting, FASAP has manifested its openness to a conciliation. They are expecting a show of goodwill from PAL management, and they want a more reasonable offer from them,&quot; Baldoz said in a phone interview with ANC's Top Story.<br />
<b>Akbayan calls for PAL boycott</b><br />
In a related development, party-list group Akbayan on Tuesday picketed the PAL ticket office in Manila, calling on the public to boycott the airline company until its management has repudiated its alleged unfair labor practices, as well as its alleged sexist and discriminatory policies imposed against its workers, particularly to its female flight stewards.<br />
&quot;PAL would like to depict the current labor row as a dispute restricted to its management and workers. They are trying to insulate the issue from the public's scrutiny. However, being the country's flag carrier and by virtue of the fact that many of the workers' issues are in reality the same issues confronted by the rest of the working population, it is necessary that we express our solidarity with the PAL employees. The public must get itself involved,&quot; said Akbayan Vice President Marie Chris Cabreros.<br />

Radio dzBB’s Denver Trinidad reported the Malaysian, initially identified as Cho Che Kyong, yielded seven packs of shabu inside two trolley bags.<br />

The suspect and his companion, a certain Richard Oh, arrived on a Philippine Airlines flight (PR-733) from Bangkok, Thailand.<br />

Oh managed to elude arrest, the report said.<br />

A separate report on dzRH radio said Customs officials found the drugs in the luggage during an inspection, and held Kyong for questioning after K-9 units confirmed the bags contained illegal drugs.<br />

Manila International Airport Authority (MIAA) General Manager Jose Angel Honrado cited initial reports indicating that Richard Oh fled when he saw airport authorities accosting Kyong. <br />
<br />
Honrado said they are now reviewing closed-circuit television (CCTV) footage at the airport to identify Kyong's Manila-based colleagues.<br />

The milestone is the most striking evidence yet that China’s ascendance is for real and that the rest of the world will have to reckon with a new economic superpower that is changing everything from the global balance of military and financial power to how cars are designed.<br />
 <br />
China is already the world’s biggest exporter, auto buyer and steel producer. Its global influence is rapidly expanding, its economy having passed those of Great Britain, France and Germany earlier this decade.<br />
 <br />
Tokyo announced Monday morning that Japan’s economy was valued at about $1.28 trillion in the second quarter, slightly below China’s $1.33 trillion.<br />
Japan’s economy grew only 0.4 percent in the quarter, substantially less than forecast. The weak growth indicates that China’s more robust economy will race past Japan’s for the full year because of the huge difference in each country’s growth rates.<br />
 <br />
For the full year, China is expected to grow at about 10 percent while Japan is forecast to expand only between 2 to 3 percent. The gap between the size of the two economies at the end of last year was already narrow.<br />
 <br />
<b>No. 1 in 20 years</b><br />
 <br />
China’s growing clout bolsters forecasts that it will pass the United States as the world’s biggest economy as early as 2030. America’s gross domestic product was about $14 trillion in 2009.<br />
 <br />
“This has enormous significance,” said Nicholas R. Lardy, an economist at the Peterson Institute for International Economics. “It reconfirms what’s been happening for the better part of a decade: China has been eclipsing Japan economically. For everyone in China’s region, they’re now the biggest trading partner rather than the United States or Japan.”<br />
 <br />
Japan had been the second-largest economy since 1968 when it overtook West Germany. From the ashes of World War II, Japan rose to become a global manufacturing and financial powerhouse. During the 1980s, there was even talk about Japan’s economy some day overtaking that of the United States.<br />
 <br />
But Japan’s so-called “economic miracle” turned into a massive real estate bubble in the 1980s before imploding in 1991. What followed was a decade of stagnant growth and economic malaise from which the country has not fully recovered.<br />
